Villain has shown a couple bluffs, but the table is generally passive. What do you think of my play here, and do I call the river?

Well, his line suggests that he is strong. However, since he is a frequent bluffer, a call is in order here.

Agreed.
His cold-call on the flop could represent great strength.
But hopefully it only means a draw.

The river raise suggests we are behind.
But without a specific read that Villain never bluff raise, I call down 1 bet with Top Pair.
You don't have such a read.
So it's an easy call.
