flop: you missed a value bet. utg limped so there's no guarantee he'll bet in position (although most people do). Protect your hand and represent strength
turn: wtf? bet itttttttttttt. I don't understand what you're waiting for. You're getting too fancy or too passive here.

If you never slowplayed a pair of 7's for the rest of your poker career, you would be just fine.
Bet the flop.
Bet the turn.
Never assume a limper is going to bet for you.

Certainly my standard play would be to lead the flop. But, if your read suggest that villain is likely to bet with nothing if checked to, then I don't mind checking the flop (with the intention of check/raising).
On the turn, if I was against the type of opponent I'd check the flop against, I'd probably check again. I don't like the turn check/raise, though. Villain's not folding a ten or better, and he's not calling otherwise (unless he has a flush draw). If villain has something else, he likely has no more than 4-5 outs. The pot is small, so it's not a disaster if he spikes a free card, and it's great if we can drag another bet out of him on the river (if we're ahead). I'd just call, and look to check/call most river cards that don't improve us.
