I know that the limit is capped at 27% for all RB sites. Is there anything that separates one RB site from another as far as Full Tilt is concerned?

Side Question -- Best way to deposit?

well, when you are playing, you pay rake. Rakeback is simply getting some of that rake paid back to you. The general way is to sign up through an affiliate. The affiliate receives a bonus for 'referring' you, from the site. Then the affiliate, through the site, tracks how much rake you pay while playing at the site. This can be either the rake directly from pots you win, or 'contributed' rake, depending on the affiliate. This amount is referred to as your MGR. Then you receive a percentage of that MGR (usually 25-30), usually paid once or twice a month, either into a separate rakeback account, or directly into your poker account.

edit - I believe Full Tilt is one of a couple sites with 'manual' payouts.

to the OP, i don't know the "best" place, nor if there is one. The only one i've ever used is rakebrain, and I'm pretty happy with it. Support is good, rake is tracked daily, paid twice a month, and paid directly to your poker account.
