For your 7,000 you could set up a casino out of an apartment. People actually do that, from what I understand. The chances of getting caught and arrested would be fairly high, I suppose, so save some of that money for bail.

You could set it up in Rising Sun, Indiana (there are a couple of riverboat casinos there) and call it "Rising Shark's of Rising Sun" .
