I don't play pot limit omaha, but i was just watching the pot limit omaha wcoop event final table because humberto brenes was playing.
The blinds were $4000-8000. so there was 12,000 in the pot. But I saw someone raise up to 28,000 when the blinds were just in. I thought if there was only 12,000 in the pot, you could only raise it 12,000?
Now the blinds are 6000-12000 and the first guy raised to 36000

A raise is, essentially, a call followed by a further bet. So when you make a pot-sized raise, you are putting out the amount neccesary to call, and THEN raising the amount of the pot on top of that.
so w/ 4k/8k blinds an opener could raise it to 8 + (4+8+8) which is 28k
same for 6k/12k a pot raise would be 12+ (6+12+12) so he could have raised up to 42K at that point.
If someone wanted to REraise that, the max would become 42 + (6+12+42+42) or 144k
one quick way to remember it is if noone has entered the pot in front of you the maximum opening raise is 3.5 big blinds.
