Absolute GCs you can definitely just cash them out.

Someone on PSO got an angry email from Party saying that they are not a bank and he has to play.

It's been a while since I've had a PP gift certificate from PSO, but I was able to cash out at least two right after they appeared in my account. A little cover play may not hurt though.
