the way stars works is: you can instantly cash back anything up to how much you've deposited onto the site
example: I deposit $600 on stars today, 48 hours later I have $800 and I want to cashout, my first 600 will be cashed out instantly automatically back to my firepay account that i used to deposit with, then the next 200 takes longer because they go back and review to make sure there wasnt anything fishy you did to get the winnings. This is perfectly standard and has nothing to do with anything on your account. Oh, and the key part of their statement is "up to 72 hours" not, 72 hours.
