I'm not a very good limit player, but I could easily see someone in .05/.1 playing a 28 off-suit that way. I've seen it in 3/6, too.
The number of people in the pot would make it seem as though you could easily be up against one of many unreadable hands that could have you with two pair on the turn and a boat on the river. K8 seems logical.

Because I'm second to act and a raise will probably scare out the four other guys who'll likely put in their bets just because the pot is so massive?

Right, you make more money by calling almost all of the time when you have the best hand, and obviously you lose less when you don't.
Not much point to raise here.

damn, i need to answer some of these pots before smash does, he steals my answers out of my mouth. :-)
calling is correct because you might be beat, and if you raise, you'll likely get three-bet by the better hand which costs you two big bets. if you DO have the best hand, you're to the immediate left of the bettor, so you want the others behind you to stay. if you were on the button to the immediate left of the bettor and you had a better hand, a case could be made for raising, but this is not that situation.
