I have quite a bit of money that I withdrew, and for some reason they are not allowing Citadel Commerce to disburse the funds. I have made a ton of cash-outs in the past, and never had a problem, but for some reason three of mine are being held up.

You could try calling the Kahnawake Gaming Commission, who apparently regulates UB's site. I'm sure that UB, as a successful poker room, would take any complaints seriously.
