Sorry, i have to disagree with all of you.

Calling a UTG raise with KQ o OOP is bad. You are likely dominated if you flop top pair. Given how the hand went down, you might have the best hand but check calling down is usually bad news OOP.

Villian's min raise on the flop is either supreme strength or stupidity. Villian probably has AK and was afraid of either broadway or 2 pair on the river and decided to check it down.

Villian played his hand horribly. He is betting scared.
