Full ring it isnt a great hand to play UTG. There's so many hands that can be ahead. You could be re-raised with better over cards, small to large PP. Even if you connect with the board it isnt easy to know where your at. Make the decisions post flop as easy as possible, especially if your learning the game.
This hand can be played successfully nearer the button. With less hands to act after you, decision making is far easier.

depends.
Loose/passive tables, mutiple callers of two cold... I limp Keep pot smaller.
Tight table, maybe some lags who 3-bet a wide range, I Raise and expect to be ok against there range if I hit K/Q on flop/turn.
Loose Aggressive table, I'd fold.
common 2/4 table I play on: I raise. It's more fun.

I haven't played full ring for quite some time but when I did I almost always raised with it. Folding is the safe play and you don't lose much but like Actuary said it's more fun to play hands.
