Assuming the player is an average stack and limps somewhat reasonable amount of the time.... Do we raise here Often in LP w/ marginal stealing hands? (Middle stage of either MTT of SNG)

Depends on what he's shown down/abandoned from those "reasonable" number of EP limps.

I'm just throwing it out there right now because I've been knocked out/crippled by raising EP limpers w/ hands like A10, KQ out of the CO or on the button and getting limp raised by big hands. I'm just seeing it a lot in tournaments now. Wondering if anyone had any set rules about it.

Very read dependent - lately, all my preflop raises from LP have driven out limpers in the early positions. There was a stretch where I kept running into monsters in EP but it's hard to say.

I add notes for these type of situations so that I have an idea later on if I face the same player again.
