He could be betting a wide range of hands here.

There are many ways to play this hand, it's really player dependent.

What's he 3-betting with? Is it a wide range (like 20%)? If so, you can take control of the hand by capping pf (probably for value).

I think I give up here on the turn. We likely have 4.5 clean outs, and could easily lose to an ace high hand if we call down. On the other hand, if we raise, he may still call down with ace high.

If we had ace high here, I'd call down. I'd probably raise the turn with AQ.

yep without an ace or a pair, i think you wait for a better spot here.
the alternative is to watch him carefully and see what street he'll give up on if he's missed also. if that's the case you can bet into him on the turn or river. often it takes both a turn and river bet to push him off the hand (although a bet/fold on the turn will usually tell you whether he's calling the river or not).

my favourite strategy is to check/call the flop, then bet/fold the turn. on a board that low, he's raising with a pair. if he just calls, bet pretty much any river.

other alternative is to just wait for a better situation.
