I would either raise or fold, but it is tough. His small-ish raise IMO tells me he has a middle pair, but it's tricky. There aren't any hands you can realistically put him on for having 2 pair or a straight, so I would doubt e had that big of a hand. I would think he would rerase more if he had a set, or reraise preflop if he had a higher pair than you. The only hands that I can put him on are 7s, 8s, or 9s, as i mentioned before.
Reraising would also probably knock out the other players in with draws, to make it heads up with the original reraiser.
You cna also make a strong case for folding, as pointed out by Guinevar. Since it is Low limit NLHE, I wouldn't be surprized if the reraiser was just making a veyr bizarre play that wouldn't make much sense with what he had.(Like AA, or 6-5). You will save a lot of money this way, but IMO you probably have the best hand now.
In short, I would probably make a fairly large raise of, say 30-35 dollars. If you get a caller raiser, get away from the hand. You are most likely beat.
Edit: Damn, I misread the hand. I thought you stuck int the 1st raise on the flop, which would be a much different story. Now with Lajeestar putting in the 1st raise. you should fold.
