That line is begging the public to put money on the Eagles. Looking at sportsinsights.com, 69% of the bets made thus far are on Philly, which is about the norm with a favorite.
Anyone that follows NFL handicapping should be able to tell you about the absolute +EV of home underdogs, like Atlanta is here. If you had only bet on home 'dogs over the last 3 years, with the spread or ML even, you would be doing very well.
That being said, it's a coinflip like you mentioned. Couple that with how spot on Vegas is with MNF lines (with so much action coming in on these games, they have to be), it makes it a tough game to bet on. There were much better spot this weekend to bet on then this game.
If anything, I'd be tempted to take Atlanta and the money line, and throw away the +2.5 for the added pay out. Chances are, if Philly wins, they cover, so the +2.5 is meaningless.
