BB is borderline LAG, although haven't played many hands with him. I've seen him lead with a flush draw on the flop and turn before.

Value, obviously.
You raise the flop to blow out random Ks behind you that can hurt you if you hit one of your overcards. The pot's obviously too big to fold here.

If this *is* a flush draw he's played it perfectly. If it's not, he'll feel pretty silly.

I like the flop raise to get it HU. I don't like the turn bet much. Take the free card... if he has any pair or any draw (and there's a bunch of those out there) he's calling on the turn.
