5.50 9 Seated NL SnG and I 3x more chips (20 big blinds) than the person in 2nd place. There are 4 people left and we are on the bubble. Someone from early position goes all in with 5 big blinds and everyone folds so action is on me in the BB with J 10 suited. Should I call here and take this punk out or just wait for someone else to end his misery?

Personally, I would wait for a better spot for a couple of reasons.
1. This isn't the hand you want to be calling down someone shoving on the bubble, it's the kind you want to be raising that same person in position to force them to fold and still have some showdown value if you get called. Even moreso if he was in EP, you're most likely facing Ax, some other paint dominating you, or a PP. Better to push a small stack, maintain fold equity, and force them to wake up with one of those hands than for you to call it down.
2. You're not that deep stacked to pick any 2 paint cards and try to pick someone off. Lose this and you're right back in the middle with everyone else (even though you may maintain a higher chipstack, you're at the point of feeling a bit of pressure and you may put yourself into a tough position sooner than you'd like).
Just my thoughts, though. Others who are much smarter than me may disagree.

The hand history helps, blind levels, pot size etc, then it becomes math. A call isn't out of the question, depending on pot size.

he has about 20 BB and villain shoved about 5 BB in cutoff or button. no one else to act. If villain has been hovering for a while seemingly waiting for a shove insta fold, if he maybe in the past orbit lost most of his stack and could be steaming, i insta call but im a wild MOFO in these spots and i know it.

I remember him as being a fairly tight-aggressive player but he lost a majority of his stack off of a bad beat (he had aces and another guy had a lower PP)

FOLD. If you are saying that correctly that means the other 3 stack are less than 7xBB. Either wait till you get a better hand or just wait till 2 of the shorties get it in together so one of them either goes out or gets cripples even lower.

Insta-Fold. You don't want this guy out. With such a big chip lead you want this guy in. Having a person with such a short stack on the bubble gives you the opportunity to abuse the bubble. Let him stay in and shove on the other two with any two cards. They won't call unless they have a Top 5 hand because they want to cash. This will allow you to build up an even bigger chip lead and make everyone at the table hate you. I suggest finding some articles on bubble play with a big stack, this is a very crucial art that will allow you to be very successful.
