3rd Street is fine either way. Some people advocate never completing from the bring-in to disguise the strength of your hand. Either way is fine, depending on your play style.

4th street: Unless you know seat 5 would call 4 bets then you need to be less agressive to keep the pot multiway, you have such a strong draw that you want multiple people in the pot. I'm confused about what seat 5 has that he can call 4 bets on 4th and not raise 3rd.
