If 25nl is anything like 10nl i would check and call his shove and expect to see a lot of air

With villain being so short, I wouldn't mind just 3 bet shoving preflop.

I don't see anything wrong with betting and forcing him to have a hand here, since villain is unknown we are not sure if he will bluff with air here enough to call it.

Villain doesn't have much more than a psb left.. if you cbet you're basically putting him all in if he calls.. and i think he only calls with an actual hand, so you get no value from the times he missed. If you check, even against an unknown who might rarely bet, you'll get more value from air by checking than by betting. you're probably getting it all in either way when hes so short so you might as well give him the rope wether he takes it or not i think is irrelevant in this hand
