I have been running at 23/15/1.3 over about 90 hands, Villan has been running at 35/17/3 over the same. If anyone at the table has been paying attention, I am probably seen as tight, maybe weak, on turn and river as I have been card dry for about 30 mins and not hit any flops. Villan had a flop c-bet frequency of about 80%.

PokerStars No-Limit Hold'em, $0.05 BB (9 handed) - Poker-Stars Converter Tool from FlopTurnRiver.com

Hero (BB) ($9.53)
Villan (Button) ($10.42)

Preflop: Hero is Big Blind with 7 icon_suit_club.gif, 7 icon_suit_heart.gif
6 folds, Villan raises to $0.20, 1 fold, Hero calls $0.15

Flop: ($0.42) J icon_suit_spade.gif, 2 icon_suit_heart.gif, 3 icon_suit_diamond.gif (2 players)
Hero checks, Villan bets $0.25, Hero calls $0.25

Turn: ($0.92) J icon_suit_club.gif (2 players)
Hero checks, Villan bets $0.25, Hero calls $0.25

River: ($1.42) 9 icon_suit_club.gif (2 players)
Hero checks, Villan bets $0.25 , Hero calls $0.25

Total pot: $1.92

On the flop I really didn't believe that I was beaten, a button raise from this player could have been a wide range of hands (any Ace, any King, etc.) so I felt that the flop was unlikely to have hit him and I let him c-bet.

Same on the turn, if the Jack didn't help on the flop it didn't help on the turn and this bet seemed really weak confirming my opinion that he had 2 high cards - he has bet much stonger on the turn when he has hit something.

Same on the river - even if he did hit it was unlikely to be the best hand.

Knowing that villian was bluffing with 2 overs, should I have raised at any point? pre-flop? turn? knowing that a raise would take down the pot. Is it a mistake to allow villian to keep firing at the pot when my hand is so vulnerable?

No, I think IPITS. I'm not sure about the river bet because the converter seems to be having a few problems, but a raise is just going to make worse hands fold and better hands call

Thanks - not sure what happened with the converter, but fixed now - all bets on flop, turn and river were $0.25.

I wouldn't be surprised to see villain turn over ace high or some PP in the neighborhood of ours. I raise the turn for value, I think.

J on the turn seems like a great card. Why not lead out on the turn for value?
