Well you see the thing is, even though everyone advocates b/f, it is rarely done, and especially less often by our opponents. At low stakes, our opponents just suck really hard and are never folding anything. If you have a player who is going to bet/fold in a correct spot, you should probably just be switching tables if you're at anything lower than 3/6.
Then, once you get up past 3/6, everyone is bluffraising all over, so everyone turns into a showdown monkey (I showdown just less than 40% of the time and I think anything less would be exploitable). So the answer is that I bluffraise the river quite often, but the profitability is not that high, because nobody folds. Luckily, in big pots, it just doesn't have to work that often to be slightly profitable.
I do agree though; If everyone b/f as much as is recommended, they would be incredibly exploitable. I would raise and b/3b the river alllllllll the time. It would be awesome.
