TB ownership lets their GM make a plethora of moves in the off-season and then they fire him before his new team even practices together for the first time?

Doesn't make any sense to me.

He's been rumoured to only been a puppet since July 1st and all of the off-season moves were owner driven.

I think thats pretty dead on. Melrose was definetly hired by the owners, and some of the other moves had nothing to do with Feaster.

My best guess is Feaster walked away as much as he was fired.
