A min raise here screams "call me becuase I have a flush draw and I want to build a pot"...
A top pair hand raises to like 2000 at least, don't ya think? I am shoveling here like 90% of the time with no reads...especially since your 9h may give you the re-draw, just in case his flush draw is tiny and he calls.

Ya, read here on the villain would be nice. Against an active player, I am usually 3-betting all-in, forcing A-10 to make a tough decision getting about 1.4:1. I would be surprised to see him show up with just one over and a flush draw, as he had 5 players to act behind him including the CO who is short.
Against a tight player, I puke then fold. You only have ~50% equity against 2 overs and a f/d. Too many hands that you can't beat or are in a flip with. Marginal situation but IMO fold > shove

Shove or fold here. Can't really call OOP as any heart or overcard looks bad and your hand is not likely to improve. He could have the flush draw and he might think that the flop missed you (put you on overs). Your open raise is coming from UTG preflop so he has to give you credit for potentially having an overpair. However, the min-raise would be the cheapest way to find out from his standpoint to test you.
Tough decision - based on the chip stacks at the table, you seem relatively low in chips so I shove.
