I fold this pf but yes one of those hands is certainly possible. Donks min raise all the time though so it's hard to tell but i think he has you beat.

Early in sngs I might raise this preflop, but a fold is probably standard.
I don't c/b often early if I'm OOP. Especially if I flopped zero draws.
