65 hands with villain, he's 19/8/2...Is this a reasonable line with 2 pairs? Raise turn? Too passive all 'round?

^^Agree completely.

By continuing with the hand you're either losing the max against a set or the straight, or you win a small amount against, say, AA+FD which has bucketloads of outs anyway.
