Do we haaaaaaaaaaave to bet the turn or is it ok to keep the pot small and hope for a safe river? Who likes the river check and how much to raise to?

I think it's okay to pull back on the turn given that you could be behind both a made flush and a made straight. That minbet from villain on the turn is ridiculous, though. Perhaps he was trying to bait you into a check-raise, but that might be giving him too much credit at $1.20. More likely he thinks he might be able to scare you off but he's too afraid to make a larger bet.

I struggle with these kinds of situations at $1.20 as well because a big raise could scare players off but at $1.20 there are also plenty of players who will call huge bets/raises with weak hands. Sometimes it's hard to know which one you're up against. A push-raise will probably scare him off but you might get a call (or even a reraise) if you throw out a raise to, say, 400 chips. Many low level players have a hard time throwing away on the river once they've already put in a few hundred chips.

Oh, and I don't like the river check. He hasn't shown much aggression and he could easily just decide to check it down. I'd probably feign weakness and throw out a small lead of 100 or 150 chips and hope he raises.

I dislike the turn and river checks. At the $1.20 level, it's no uncommon for folks to bet ridiculous amounts. The minbet is one such bet, but I've seen people put in like a bet of 1000 into a 200 pot there as well. I'd rather lead for another 100 and just get called. If he raises us, we can think about folding.

As for the river, you want action so bet 400/500. He'll call it enough times that it's better than ending up with check-check.

id value bet the river
i doubt he gets the balls to bluff you, and he probably has something he wants to call with, if he's calling the flop in the first place
