If player B has already shown his hand, then there is nobody "behind to act". Does this not nullify that rule?

Maybe obvious, maybe i have to read the books again, however I would like your input. In limit holdem, with a flush draw and/or an open ended straight draw, is it proper to bet out in order to build the pot? Does anyone have any statistics to show how much is won with this as opposed to the donations you are giving when they don't hit? I have noticed that people even fold when I am simply betting to build so this would be factored in as well, however I am just curious if I am giving away too much to the non hitting draws. Thanks for your input. :-)
