Bubble of a single-table $1.20 on Stars. Villain is the LAGgiest player I've come across at this level - his stack has been on a real rollercoaster ride as he likes to push and make loose calls of big bets, and likes to bully people off pots postflop.

I would raise more on the flop, and bet more on the turn.

Probably raise to like 500 or 550. I realize it's a 4x raise, but his initial bet is just so small compared to the pot, that I want to make my raise pretty close to pot size, and this board is sickly draw heavy.

On the turn, I'd bet 75-80% of the pot again.

I agree with Zach for the most part. Raise to 500 or 600 on the flop, and then i'd push the turn. River is a definite check as played.
