Preflop: Hero is BB with 6, Q. UTG posts a blind of $2.
UTG (poster) checks, 1 fold, SB completes, Hero checks.

Flop: (3 SB) 8, 4, 8 (3 players)
SB checks, Hero checks, UTG checks.

Turn: (1.50 BB) Q (3 players)
SB checks, Hero bets, UTG folds, SB raises, Hero folds.

Final Pot: 4.50 BB

Can we fold Top Pair to a check-raise in this small pot?

Without a read Id probably call down for info mostly and some value. I think its very valuable to find out how he plays his big hands if he did flop one plus he could be bluffing thinking we have nothing or we could hit a river card that chops with another Q. If he has an 8 no big deal cause we know how hell play his big hands from now on.
