I wouldn't say it was a clean hit. He deserved a penalty.But Hartnell definitely had no intention of hurting Cheechoo when he went to hit him.It's like high sticking. Sometimes your stick will catch a guy in the face by accident. You didn't mean to hit him but it's still a penalty.
