Game King And Rng's

I was waiting to get called for my 1/3 NLH game and bored enough to throw some $$ into the draw poker machine. As I was playing, a tech was working on the machine next to mine so I chatted him up. (by chatting I play slower and reduce my -EV) Anyway, during the conversation he explains to me that the way the RNG works the machine is not programmed to store a deck of undealt cards. As a result, it deals the up cards and replacement cards simultaneously. (hope this makes sense)That is messing with my brain and I'm wondering if it changes the odds at all. When you re-draw a card, you don't get the next card off the (theoretical) deck as you would in a live game, you get the card that was "put under" the card you discard on the original deal. (wow is THAT convoluted!)If you are drawing to a one-outer (i.e. a Royal) it is possible the card you need is already dealt and "sitting under" a card you are not discarding. That would mean there is no possible way to make your hand. If that is the case, 800 to 1 The other half of my brain is telling me that the card I do "draw" is still a randomly drawn card so it doesn't change the odds.Thoughts? Actuary?
