CO is tight passive passive. should I have placed a bet on either the turn or river, or was I right to check

yes, shoulda bet the river, especially when its checked to you. the turn is scary and the raiser maybe had AK, once it was check the Q coulda scared him too

You're fine checking this down.You could have capped the flop and bet out the turn if your read on him was diffrent but if he's really tight-passive-passive he has two pair and is going to call you down when you bet while worrying you might have a straight or trips.Not to mention the other guy in the hand who may be C/Ring the river.
