I'm raising this just about every time. Its unlikely he has a higher 2 pair as Kx is raising the flop. You're gonna be up against Q4, 74 or even just someone donk betting the river with like Q8 way more often then you're up against a hand that has you beat.

Pre-flop, flop and turn are fine. I think it's usually a bad idea to open-limp in six-max. Unless maybe it's a table where everyone seems to be seeing the flop and you've got a small pocket pair UTG or something. What has you beat on the river? I'm raising this seemingly innocuous card. However, I'm still learning six-max, so it could be a leak, but I tend to think not.
