This is a good move, imo. There's no point in raising with a hand without going all in with your short stack. If you fold this hand, you get hit by the blinds, so you're left with <1200 (antes, right?) to expend on the next decent hand you get. There are good odds KQo is the best hand you'll get before blinding out of the tourney, but even if you get a better hand, the increased chance of it holding up is balanced by the fact that you'll win less money when it does.
