slow playing in PLO isn't the best idea. if someone has a wrap, he still has outs to a FH. I'd raise here, I don't want to fully pot it to 24, but I think a raise to 15 is definetly in order

Eh. I don't normally slowplay in PLO. In fact, I'm at a loss to recall the last time I did it prior to this hand. I think I was upset from a hand earlier in the session where I had QQxx and the flop was Q44. I decided to check-raise, and I blew the two guys with trip 4s out of the pot.K, if that 7 is a spade, how does it change the decision?

I don't think I'd play it that way. The only hands he could be betting I think would be a lower set, OESD, or maybe top two pair, with a possible BDFD. If it's a lower set, I'd let him think it's good. If it's an OESD, then I'd like a safe card before committing. If it's two pair, he's likely to fold to a re-raise or to a big bet on the turn.Also, what if he re-raises you if you bet on the flop? Then, you don't know if the turn is a safe card, but you have to make your decision there. I don't know if I would've bet $96, fearing he wouldn't call, but it worked.
