how do you set up tourneys on poker stars?

You need to have accumulated enough Frequent Player points - 2,000 I believe (doesn't matter if you've used them as long as you've accumulated them). Then e-mail customer support and let them know that you would like the ability to create private tournaments - they respond very quickly.

Log onto pokerstars and use their time (bottom left corner). It will start when that clock says 21:00

No, it's free once they give you the capability - it shows up as an extra menu option.

Last week there were only 30 players, but we put the tourny together last minute (like posted it 7 hours before it was suppose to start).
