Teams are only allowed to draft players based on the city that player was born or spent at least 5 years of their life in.
The boundary would be 250 kms and say if it lies in the same area(ie Buffalo and Toronto) only those teams are allowed to draft them.
This will be an instant hit as every player would essentially play for their hometown. Obviously some teams would go bankrupt and thats what we want anyway, weed out the bad cities..Love to see how many players Nashville and San Jose can ice within the Serge system.
If for example there is no NHL city in the area of the player(ie Russians and Europeans) then a complicated but fair system would be instituted.
Sort of like in the CFL you have to have a certain number of Canadian and certain number of imports.
Under my system you would need to have at least 20 players that are homegrown and 5 imports on your roster at all times.
This will also make the value of good Russian players go up. In return the country of the import would get a cut of the players salary, up to 15% per year.

obviously my idea is tongue in cheek..but come on..You think there are better players from Montreal than Southern Ontario???
Also seriously this can be some sort of an exbition tourney held every 4 years
Sort of like the Olympics,Ryder Cup deal..But with cities..

I am going to spend some time later and come up with my TORONTO team based on current NHLers...

no offence but as should be...We will have real hockey towns, with real hockey roots..
Not Vegas, Kansas City, Nashville etc..
There is a reason we dont have a NASCAR race in downtown Toronto.

I think Gary Bettman would be a better commish than you would Serge. I can't think of anyone else I would put below him on the list.

I think you would like this idea, as a team in PEI would probably be competitive...We would let you ice all the PEI and Newfie players..Some good players from there.

pretty good start...good to build a franchise from the goal out...
BTW, the more I think of this idea the better it is..Don Cherry on coaches corner last week was complaining that the Leafs dont draft enough players from Ontario. Also it would encourage cities that want to be competitive in the NHL, to spend money on their local minor hockey programs. This will grow the sport as a whole...
I think I will take this idea to a higher source and see what we can do.
Interesting stat..The top two current goalies in GAA are Ryan Miller and Tim Thomas..Both from Michigan

This is the best part of your plan. See, it's a complicated solution, but thats ok, because it's also fair. I like the complexity of it. Things that are complex usually lead to success.

that was a pretty profound and deep statement.
we are still working out the kinks...once finalized this will revolutionalize the NHL and it will be the number sport in North America and be on primetime network television drawing a top 10 audience.
