Some of you all probably already know this, but I just wanted to put it out there for those who don't.
I emailed Stars Support and asked them about how the time bank in NL cash games are replenished.
Thank you for emailing us about this feature of our PL/NL games. Due
to feedback from our players about Pot Limit and No Limit (PL/NL)
games, we decided to implement the "Time Bank" feature that we first
introduced in our tournament events.
When a player has a particularly difficult decision to make in a
tournament, when they are close to the prize money, or when the prize
money jumps significantly we allow them to "call time" to think about
such difficult decisions. In such situations, a "Time" button will
appear, and you simply click on the button to request additional
thinking time.
Similarly in our PL/NL games, players can be faced with a difficult
decision to make for large amounts of money, since, unlike in a limit
game, there is no upper limit to the amount that you could lose on any
particular hand.
Thus, we implemented a "Time Bank" for our PL/NL games as well, which
works as follows:
-When you sit at the table you will receive a Time Bank of 30 seconds.
-For every 50 hands that you play at that table, your Time Bank will
increase by 10 seconds.

It does apply to the fast tables, but the time bank is smaller (i think.) I played for an hour or so at a table today and noticed i had 40 seconds in the time bank.
