He could be, but it doesn't answer the question.

What would a raise accomplish if he's got exactly any two cards?

R/C preflop from UTG, C/R flop, and lead turn with ATC? That's strong. I think we have to give him credit for a hand here.

Even if you don't give him credit for a hand, raising is dumb.

Just call down if you think he can do this with trash, as well as hands that beat us.
