Or are we too often reduced to just a flush draw to make calling correct? We don't get a hell of a lot of leeway with the pot odds.

I think it's ok to shove here.

I think it's a close one here and I don't think you lose much or win much in the long run either way.Best case scenario is that he's bluffing with a naked flush draw which you have crushed.Likely scenario is that he has something like AJ, so you're drawing live to a K, a Q, or a club, and you're about even money.Worst case scenario is that he has a set of deuces or AQ, where you'd be drawing to a club only.If I felt like gambling I'd call, that's all it comes down to in my opinion.

That shove seems to indicate a some weakness. He seems to be protecting his hand, so I could see him having a strong ace or a flush draw or even something weaker but not a set or two pair. Even if you do run into a set, you still have some club outs. Also, the times you are up against a set can probably be balanced by the times you are up against a smaller club draw or KK or something crazy like that. So, it is very likely you are about 1 to 1 to win it. Also, you only have about $8 left to call and there is about $11 in the pot. So your hand odds are likely 1 to 1 while the pot is offering 1.4 to 1. So, I think calling is slightly +EV. A fold is not a bad second choice but I think calling is the best choice.
