Didn't really know what to do in this spot, only thing I was really sure about was that he wasn't on a complete bluff. Was the PF raise in position ok? What do I do on the flop?

Think you probably have to raise, just because he isnt on a complete bluff doesn't mean he can't fold his hand. I don't think call is too terrible here either though, either play looks ok to me but personally I raise.

I don't have any experience playing PLO tournies, but I don't think I raise this PF. The hand has some potential but it's not a great hand. The only real value comes from the suited Ace and the A5 - beyond that this hand doesn't give you a whole lot of options to hit a potential nut hand.
