Nor can non-US citizens, non-US residents, use a US credit card for gaming, though I don't think this contravenes the UIGEA; (with moneybookers).
I had thought that if you do non-gaming transactions, you can use moneybookers if you are a US citizen/resident... eg pay merchants. It should be easy to check with them. Each transaction has a question prior to completion, a declaration that you are not using it for gaming.
