Flop 2 3 4 -- Hero bets 4$, UTG +1 raises to 8$, Hero calls.Turn K -- Hero checks, UTG+1 bets 10$, Hero calls. River Q -- Hero bets all in $19.75, UTG+1 calls.

It's always tough to put people playing no limit games on a hand. But you probly should have raised more pre-flop. And yes you deffinatelly should have re-raised on the flop. But I think your biggest mistake was on the turn. You gave up position and put your opponent in the lead. Now you either have to put him all in or fold depending on your gut at this point.
