I hate the title. I think the delayed bluff and a call to steal are both fairly bad plays in cash games and are stronger moves in a tournament format. (Although I'm not playing 2/4online currently). The call to steal is a little bit more agreeable than the delyaed bluff IMO tho. As for the hand, the turn's just about right and it's way too risky to try to blow him off a hand on the river. Read would help but doesn't change things much.

Yeah.. no reads on the villain? looks something like either 78 (was more first thought, till i reread op and saw the pf raise), or JJ/TT... I think JJ is more likely. He bet the flop with an overpair, got called. You could have just about anything as all you've done so far is call. The turn came a jack, giving him top set; he checks, rep'ing something like AK or tens, a hand that the jack is a scare card of.. hoping you'll take the lead. You do. The river comes, he doesnt want you to check behind him, so he makes a pretty small bet, giving you better than 3-1 on your call, with what he hopes is something like 2pr or a smaller set.JMO:(
