Pretty standard fold regardless of what he says, but, I've found that when they act strong, they typically are weak.

I'm fairly sure his comment is designed to goad you into calling. I don't think a player with those stats would min-raise bluff a $6 bet there.

Raising to $30 gives him about 3/1 odds. I think I prefer $40, but your line is ok. I think it finds out the same information for a better price.
